airco problem and little hose next to the battery

hi everybody
i have some problems with my airco , doesn't get really cold anymore and pump is going on and off so i think it is time for a recharge.
but when looking at the pump i noticed a rubber hose of 5 a 6 mm hanging on the left of the battery with a 90 degree bend at the end connected to nothing, i couldn't find a point where a hose should be , it was hanging under the rubber hose from airfilter to the manifold.
does anybody knows where this hose should be connected?

thats for the excess water to be dropped on the floor.
Once the a/c is to temp the pump should come on and off.. thats normal.
If the pump clutch engages then there is gas in the system... sounds like just a recharge req
 
okay so it is just a drain hose
then i will hang it back

the airco pump is starting right away with the on and off cycling so i think a recharge is in order
