DVLA first registration refusal

Hello, i am having problems registering my 1968 Cougar with the DVLA, they've knocked me back twice. They say i have not included my original non UK registration cert which i presume is the title deed. The title deed i have received has been stamped by the US vehicle export port of Houston Sep 2020, surely they would not have stamped this title deed and cleared the car for export if it wasn't an original. This, with the bill of sale, is the only paperwork i have. I paid for a Marti report which was emailed to me so DVLA is saying this is not an original report. They are not accepting that as evidence of the date of manufacture. DVLA says to get proof of date of manufacture from the vehicle manufacture or they say they will consider accepting dating evidence from an alternative reliable source i.e. Vehicle Owners club or Enthusiasts club.
Does anyone know what i can do next?
I can't drive it anywhere for an inspection because i have no number plate.
it's MOT'd and insured and parked in a garage in Bedfordshire. It's been there for 4 months. i'd really like to take it for a drive but i can't.
Can anyone help?

So sorry to hear of the woes you're suffering at the hands of the DVLA.
Our forum is dedicated to the New Edge Cougar sold here from '98 to '02.
We do have a member called nvingo who has knowledge of US Fords from the era you are asking about.
There is every chance he will see you post and may be able to help you in some way.

Do you know of anyone with access to trade plates who could help you get it to somewhere for an inspection?

I see the post ;) but my knowledge is outwith the required import expertise.
I recall Andy posting late last year, with issues around vehicle compliance.

^^I take it that means the tester is satisfied with the modified light setup (or the original light setup satisfies the tester's modified criteria)?

Whilst I'd love to be able to solve the issue directly, I'm feeling that the members on the UK Mustang forum are likely to have more relevant experience.
All the best with getting this resolved and getting a fine automobile onto the UK roads.

I’ve never registered a US vehicle. I have registered a car that was brought back to the main land from Jersey. After some battle my car ended up with a C plate, correct for the year rather than the kit car type plate they initially offered.
I was fortunate to have the ease of face to face conversations. Do the research, follow the requirements to the letter, and don’t take the first answer as being correct, in my experience they don’t always understand their own process.

i sent them the title deed which i received with the car, it was stamped by Houston Port of Authority as clear for export last September. I submitted it 3 times and they just send me back a standard rejection letter not being specific about what i am doing wrong saying to check with the manufacturer or getting more information from an Owner's Club. It's the only paperwork i have, i don't know what else to do. It's MOT'd, insured and running although someone has removed the number plates in transit between Colorado and here. So it's stuck in the garage.

Does the vin number plate have details of year of manufacture ?
I have a Marti report with all the information necessary regarding the car. Seemingly they don't acknowledge the Marti report
 
Sounds like it’s time to call them for more info to get more info on exactly what they need to get it registered.
An American owners club should be able to confirm the dates the DVLA are after. I needed to do this for the jersey car I registered.
