My probably-not-entirely-accurate guess is that they all had different exhausts, but Ford made subframes and bodies that were the same for all of them, regardless of make, model or location for cost reasons. So you've found mounts that make no sense on a Cougar and possibly tried to fit to them.
Standard Cougar exhausts seem to last for the life of the car - seriously - but anyone fitting something aftermarket has invariably gone, "Why is there a mount there that a bung can't reach?"
The answer seems to be, "It doesn't have to. The exhaust is properly supported without it."
