1st time Cougar owner

Peter is correct, they do mop and hold moisture and if they are sat on the sill they will cause early rot/corrosion. Better to lift it clear of the sill rather than remove it. It's there to prevent panel bounce, not sound proofing. Lift it to about mid-point and waxoil~ inside the panel while the card is removed.

I just got rid of them all together. Even if they are moved up the same thing will then happen to whatever they are attached to in the end. I was totally gutted when I found out about these things as my sills were solid 2 years ago, then last year at the MOT they found it to be quite crusty on the back sills and these were the cause.
My car has been garaged for the last 4 years of its life and very well looked after and I still fell foul. I guess you live and learn. I just wish someone had told me about these when I bought the car. Never-mind, at least I am now passing the message on to others.
 
From what everyone's saying once the panels are removed is there quite good access to have a look down there ? And get my hand in to have a rummage about ?

Very interesting. Have to admit I didn't go through all 60 odd pages but the ones showing the rear panels removed and the access were very helpful. I had intended waxoiling although this will have to wait till my next payday. Then I'll reconnect the original rear speakers and check for rust at the same time

If you only do one thing to that car, do that. The outer sills are not structural and are not a safety concern. But they are far and away the #1 thing that kills them come MOT time.

Waxoyl is perfectly fine, but my personal recommendation is Bilt-Hamber Dynax-S (sprayable, with a lance to do the inside of your front sills) and Dynax UB (paintable, for the voids you can reach and the belly).

But before you do that, make sure that you check the inner and outer sills thoroughly. Be honest with yourself about them as to whether they need welding. If they do, do that first before tying to apply any sealant. That stuff smokes like crazy when it gets hot.

I have found one spot on the drivers side sill at the rear which is suspect. Nothing showing through the paint at all but the sill feels "soft" . I'll be checking that out and welding of needed

As Al said, they rot from the inside. If it's soft outside, something's going on in there. Tap it all the way along and don't tickle it, because the only honesty is brutality. Look for the rot and understand the extent of it. Be honest and then add 10% because you need good meat to weld to.

You can hide things from Mr MOT, but if you're planning on keeping the car for any length of time? This, here and now, is when you get the job done. Do it once and do it right.

Of course what I hope for you is that it needs not much, so good luck mate.

Fingers crossed. I don't mind doing a bit of welding. The bit I've spotted is on the underside of the sill so my less than perfect welding won't be visible 😊

MFSM = Mini Fix/Swap Meet. Basically, it's what our cars do, so that they get together a couple times every year. They use the humans to get them to a venue and then they make us bleed.
