3 owners but only 26,500 miles from new? I have to say, alarm bells are ringing.

Why? It's entirely possible. Could have been registered new to a dealer to make up numbers and then sold on to someone who didn't really use it. The ad says it was bought by the current owner from a collection. There's 3 very legitimate ways the car could have had 3 keepers.
 
It's a well documented fact that the Cougar bombed in actual domestic sales. A ridiculously large amount were registered to dealers, companies, friends and relatives etc to make up new car registration quota. That's how most nearly new/ex demo cars actually have one owner already.
 
Simple - price. The Cougar was CLK/5 Series Money. Over £20k in 1998 for a 2 door Mondeo. The original order slip for my black one totalled £23k. I believe a fully stacked X-Pack with extras could have racked up nearly £30k!! The V6 commanded a stupid price tag and no one wanted a 4 banger.
