Environmental Licence for changing a fuel pump?

Never heard the likes of this before...young neighbour, Ford Ka...2003 plate..breaks down, AA called out...fault seems to be the fuel pump....so far so good....AA can't touch it,they say,....need a "special licence" to do these things....towed home....phoned around for a quote....explained it to some larger garages...."quite right sir...need a special licence to take out/replace the pump"!!!! this is total tripe as far as I know...Quotes for "£200-£300" quid....he is a student....a friend of my son..I am incensed.....as far as I am concerned I will pick up a second hand pumpt from a scrappy and do it for him FOC........this is a joke surely or is there some new law that I have never heard of? He now thinks he should just scrap his one owner Ka as "he is short of cash and wouldn't want to "get in trouble" with "authorities".....what have we become ?:sick: Understand the situation with working on AirCon....but this seems like a giant con to me!
 
They have become very strict regarding diesel spillages on sites now, over the top imo. Wonder how much it costs for the 'special licence' and how much profit is in it for the local authority or EA.
 
I better get myself a couple of backdated licenses. Total tripe imo, if this rule applies to fuel pumps, then the same also applies to anything in the fuel lines ie: filter, throttle body, injectors,pressure regulater, filler cap???...Pathetic!
 
Actually, it is right. It's actually illegal for someone to break their own car apparently too as you need chemical waste licences and training etc for the brake fluid, pas fluid, transmission oil, engine oil, fuel, coolant, air con gas etc and as such you can be fined for exposing chemicals in domestic environments I think is the "proper" name.

I know a guy that's had the plod knock his door after the council reported him. He's basically told them all to eff off but in reality if convicted he'd face over £5k in fines and upto 5 years in the nick.
 
So what about a simple thing like a fuel filter?....This is getting ridiculous....if I recall, the fuel pump is under the back seat...take the seat out and take the flange out and lift the thing out....nothing is being spilled, decanted pumped out or whatever....it is petrol not diesel.....this is bordering on the preposterous !!
 
It is mate but that's how it is. They see it as handling hazardous chemicals as petrol is explosive, an accelerant and highly flammable. Whilst that may be obvious, they are just 3 tags that the EA can put on petrol. I'm sure there are many more and I dread to think how many labels they have for everything else.
 
It really isn't as much of a free country as we are told is it?

If we take this to the extreme then we would not be able to wash our own cars....what? "contaminants" like soapy water?, running on to your garden in to surface water drains........totally preposterous.....£25 pump out of a scrappy and an hours work will do it......"No we won't, we will just scrap a perfectly usable/repairable vehicle and use more materials from the planet to create a replacement".....really sensible........The lunatics are running the asylum...!:sleep:

They always have been, the difference is that now they are running the media as well which allows them to get away with it. Fortunately, as my employer is classed as an engine manufacturer we don`t need one - yet!
 
well a few months ago i had water in my diesel tank/system the aa cam out removed filter spllled diesel,bled and wasnt a problem for him must have been a jobs worth harry
 
I reckon we have jobsworths galore....I can't stand the thought of some young guy struggling to get by for the sake of a pretty easy repair....it's out of hand and hyped and exaggerated out of all proportion....It's like everything we see these days...what next...do we need to write a method statement to change a spare wheel in case we wrench our backs.....?

This hs already been the case in Germany for quite some time, certainly for the 10 years that I lived out there at any rate. You cannot hand wash your car for exactly the reason you give - cleaning chemicals running into drains. Instead, your only legal option is to go to a dedicated car wash which has to be equippd with all manner of filtration systems for the waste water. With Brussels taking more and more control over the minutia of every European's life, it can only be a matter of time before this gets implemented in the UK.
 
Yes with neighbourhood "SPIES" shopping you for being so careless and inconsiderate and so forth....This is fast becoming an Orwellian State...! Just imagine such a scenario in our free country !!
