WOW, how did you manage to get all that out of him if he drove away ? or did you agree to sort things out at a later date ?

A few things. You need to delete those details asap.
If the police have not yet spoken to the driver of the other car you should not have been given those details.
Do not contact your insurance company with those details unless its proven who was actually driving. They may be the keepers details but its by no means certain that person was driving...
 
As I said above I got his details but as I was calling the police he drove off smashing up the curb lol

This is why he drove away mate, he will lock himself away somewhere for 12 hours then if and when the police turn up at his address he will be in the clear. All he will say is he handed his details over to you and as Si has said, he done everything right.
You have just been unlucky, wrong place at the wrong time. As long as he is insured, you will be able to claim off his insurance. But if it is only a front bumper, you would be better off just getting a 2nd hand one and try to get this guy to pay for it. That is what I would do as it will push up your insurance even though it was not your fault.
 
With respect mate, that's your opinion. I get called to this kind of incident day in and day out and callers quite regularly form the opinion the offender is in drink but 95 per cent of the time they are as sober as a judge. If he is pissed then hopefully he gets caught. Unfortunately your opinion or your photographs mean nothing evidentially other than perhaps proving who was actually driving at the time of the incident.

If he is located at home and is drunk he will still be arrested.

What used to be called the hip flask defence can now no longer be used...I.e claiming to have drunk after the incident.
