I think you'd need to watch another car running. The tensioner can move depending on the "bounce" in the belt as the rpm's change. It's not a drive belt so is not locked in a solid position.
To me, the problems sound earth related. I'd be inclined to check the Earth terminal at the battery and as many points as you can locate to make sure they are clean. Earthing issues are always more apparent after new batteries and alternators which obviously run at full spec.
It's worth a check of the Earth strap that goes to the bellhousing bolt on the front of the engine too. That one has caused all sorts of stupid issues on cars in the past. If there is an earthing issue that's causing a pulsing through the electrics, that can cause waving in the idling and blips in the charging which in turn will make the tensioner move a few mm. That is its job. To keep a spring loaded tension on the belt allowing for the changes in revs and the fact it's not a toothed belt.
