Tim, only if Exeter is now in Chelmsford.
'E' is the Essex local memory tag; EA-EY is Chelmsford licencing centre which would point to it being a 'factory' car.
Exeter prefixes start with 'W' for the West and would come in the range WO-WW.
It is a lovely colour though.
Thanks Andy, I stand corrected, always thought because it started with an "EX" it was like the postcode for Exeter as per my postcode starting "EX17". Oops! I'll keep quiet next time.......

Although I'm not a cougar 2 man, looking at the rear it looks fine, then gradually as the front comes into view, ugh it's the ugly one, rather like waking up with a saturday night take home woman when the beer goggles have come off in the morning, the behind looks fine, then you give here a nudge and brace yourself for what it's going to look like.
