I just changer the headlight bulbs on my couger. When the headlamp until was out a noticed a captive nut welded the edge if the panel underneath and facing to the side of the car.

Does anyone know what for use this as a mounting for?

No idea what it's originally for, but it's ideal for bolting the retaining brackets for HID ballasts to.
